ELEMENTS OF PAUL’S MISSION STRATEGY
1. He always began his ministry in the synagogue, if one existed in the town.
At Philippi no synagogue existed, so he went first to the Jewish place of prayer. Acts 16:13
2. He selected the more important cities as focal points from which the gospel could radiate.
He did not personally evangelize every little town or village. Instead, he established a church in a strategic center and moved on and moved on leaving the local church to evangelize the surrounding area. 1 Thessalonians 1:7-10; Acts 19:1 ff.
3. He adapted himself to the people to whom he ministered.
1 Corinthians 9:22. In the Antiochean synagogue, he built his message on the Old Testament, but in Athens on the Areopagus he used an entirely different approach, one suited to the Athenian audience. Acts 17:22-34
4. He established independence, self-governing local churches.
Apparently he left a church in every town. Acts 14:23
5. He made periodic returns to his home base.
He was sent out by the church at Antioch and he returned there to report back to his home church. Acts 14:26-28
6. He returned to the churches he established to strengthen them and further instruct them.
Acts 15:42; 16:4-5; 18:23b-19:1
7. He selected young men whom he trained to assist him in ministry and to care for the churches.
Included in this number were those such as Timothy, Titus, Luke, Silas, Demas, etc.

8. He preached the gospel only in pioneer territories.
Acts 16:8-11, Romans 15:20-21
9. He wrote to the churches to help them during his absence.
This is what most of his epistles were.
